Seeks to Enhance Revenue Generation SY-2024


The Provincial Assessor’s Office (PASSO) is responsible for the accurate and equitable assessment of real properties in Occidental Mindoro. In line with its mandate under the Local Government Code of 1991, the office seeks to enhance revenue generation through efficient real property appraisal and assessment. By utilizing online and computerized systems, PASSO aims to provide reliable property valuations for taxation purposes and to ensure fairness for both property owners and the local government.

In 2024, the PASSO processed a total of 11,022 transactions, handling 39,771 documents. The office successfully reviewed and endorsed 12,851 transactions with 48,494 supporting documents evaluated. Key outputs included the issuance of 153 Certified True Copies of Tax Declarations, 340 Certificates of Landholdings and 446 Certificates of No Landholdings. The taxable assessed values in the province increased from Php10,521,346,232 to Php11,021,269,522, which serves as proof of the growth in real property assessments. The office also reviewed 6,530 Electronic Field Appraisal and Assessment Sheets (eFAAS) that enhances property valuation accuracy.

The PASSO’s commitment to professional growth and policy engagement continued throughout the year. Staff attended 15 conferences, workshops and training sessions to ensure that they remained updated on industry best practices. Additionally, the office participated in strategic planning activities with the Bureau of Local Government Finance (BLGF) and the Provincial Treasurer’s Office contributing to policy development and administrative improvements. As PASSO moves into 2025, it aims to strengthen its digitization efforts, enhance its appraisal methodologies and continue active participation in policy discussions to further improve property assessment services.

During the Year-End Assessment for Treasury and Assessment Operations for CY 2024, organized by the Bureau of Local Government Finance (BLGF) MIMAROPA and REGATA MIMAROPA on November 28, 2024, in Baguio City, the Province of Occidental Mindoro, under the leadership of Governor Ed Gadiano, was honored with several prestigious awards. These accolades recognize the province’s outstanding performance in the submission of required reports and documents, as well as its effective tax management.

Through the successful governance of Governor Ed, the province earned the following awards:

  • Rank 3 in Compliance in the Submission of LGU Reports
  • Rank 3 in Compliance in the Overall Submission of LGU Reports
  • Rank 3 in Taxable Assessed Value
  • Compliance Award for the Submission of the Schedule of Market Values (SMV)

Representing Governor Ed, Mr. Arnold Dennis M. Eugenio, PGDH of the Provincial Assessor’s Office (PASSO), proudly accepted the awards on behalf of the province.

Governor Ed believes that these recognitions are the result of the collective dedication and commitment of the employees of the Provincial Government, partner agencies, and the people of Occidental Mindoro.
