I. INTRODUCTION
Over the years, the Provincial Assessor’s Office remains committed to delivering quality public service delivery though accurate and efficient real property appraisal services. In our mission to contribute to the enhancement of revenue generation strategies thru application of the existing rules, laws, and procedures in the appraisal and assessment of all real properties using the online and computerized assessment throughout the province, this Office has been continually developing strategies to deliver its mandated function as prescribed by Section 472 of the Local Government Code of 1991 particularly item b (2) and (3), relative to the formulation of techniques, procedures and practices in the valuation and assessment of real properties for taxation purposes and establishment of a systematic method of real property assessment.
We play a crucial role in ensuring that property assessments are conducted fairly and equitably, benefiting both government agencies and property owners. Through meticulous document processing, active participation in policy discussions, and continuous professional development, we have strengthened our role in local governance and public service.
This report highlights the division’s accomplishments for the year, emphasizing the volume of transactions processed, meetings and training attended, and significant activities undertaken.
II. ACCOMPLISHMENTS
1. Transaction Processing and Document Management

- Successfully processed 11,022 transactions, ensuring that 39,771 documents were printed, segregated, recorded, and distributed to the assigned staff.
- Reviewed, recorded, and endorsed 12,851 transactions with a total of 48,494 supporting documents for proper evaluation and verification.
- Responded to 1,822 transaction-related queries, providing timely and accurate information to clients and stakeholders.
- Processed and issued 153 Certified True Copies of Tax Declarations, 340 Certificates of Landholdings, 446 Certificates of No Landholdings, and 78 Certificates of No Improvements, 150 Cancellations of Tax Declarations
- Per comparative figures reflected in QRRPA 2023 and 2024, the total taxable assessed values have increased from P10,521,346,232.00 to P11,021,269,522.00, respectively.
- 6,530 Electronic Field Appraisal and Assessment Sheet (eFAAS) reviewed and endorsed.
- 76 Provincial Roads, PRDP Projects, and PGOM properties identified and declared;1975 parcels updated in the property identification maps; 308 subdivision plans recorded and filed

2. Professional Development and Capacity Building
Attended fifteen (15) conferences, training, and workshops, reinforcing technicalexpertise and staying updated with industry best practices.
3. Policy and Administrative Engagement
- Actively performed functions in the conduct of inventory of PGOM properties
- Participated in strategic planning and targeting system with Bureau of Local Government Finance (BLGF) and Provincial Treasurer’s Office
- Participated in two (2) meetings related to Rewards and Recognition Policies and updates, ensuring alignment with best employee and office performance standards.
- Participated in the activities relative to the implementation of PRIME-HRM
- Attended three (3) meetings concerning the Levy on Real Property under the Public Consultation on Local Revenue Policies (PCLRP) to strengthen compliance and enforcement measures.
- Engaged in three (3) ALOM Quarterly Conferences, fostering collaboration with appraisal officers from the Eleven Municipalities (11) to share insights and improve operational efficiency.
4. Appraisal and Assessment Services
- Successfully served and submitted eight (8) Appraisal Reports and Resolutions, supporting local government units and stakeholders in property valuation matters.
Participated in the Local Assessment Operations Evaluation (LAOE) in Paluan in January 2024, ensuring compliance with assessment standards and operational efficiency.
5. Awards and Recognitions
Ranked 3rd in the Review and Submission of Statement of Receipts and Expenditures (SRE) Reports for Treasury, Budget and Assessment among all provinces in the MIMAROPA Region for FY 2023
Attained the 3 rd highest rank in the Taxable Assessed Value in nominal terms, among the Provinces of MIMAROPA Region for FY 2023
III. Impact on Clients and Beneficiaries
Our Office has directly benefited various stakeholders, including:
- Property owners and taxpayers, by ensuring fair and accurate property assessments.
- Local Government Units (LGUs), by providing accurate and timely property valuations, assist in decision-making for resolving complex appraisal cases, ensuring fair taxation, and guiding government projects that require precise property assessments.
- National Government Agencies (NGAs), by providing essential valuation services for taxation, expropriation, and investment-related decision-making.
IV. Conclusion and Way Forward
The Provincial Assessor’s Office has successfully delivered its mandate in 2024, maintaining efficiency in transaction processing, professional engagement, and policy compliance. Moving forward, the division aims to:
- Enhance digitization efforts to improve transaction turnaround times.
- Strengthen training programs to equip staff with updated appraisal methodologies.
- Continue active participation in policy discussions to ensure responsive and inclusive real property valuation practices.
As we move into another year, we remain committed to upholding excellence in real property appraisal, contributing to transparent governance and equitable property taxation.
