In 2023, PASSO has engaged in diverse measures and programs

Provincial Government of Occidental Mindoro, through the Provincial Assessor’s Office (PASSO), has worked towards accurate assessment and evaluation of properties within the province, ensuring equitable distribution of property taxes and facilitating effective property management and planning. The PASSO has a crucial role in supporting informed decision-making processes related to land use and development across the province. In the year 2023, the PASSO has engaged in diverse measures and programs that contributed significantly to the overall economic development of the province. 

The Office of the Provincial Assessor team, led by Provincial Assessor Arnold Dennis M. Eugenio, REA, and Assistant Provincial Assessor Joselito B. Ferrer, REA, provided technical assistance to the Municipal Assessor's Staff in Abra De Ilog, addressing eRPTAAS clarifications and client queries, March 16-17, 2023.

In 2023, PASSO’s accomplishments encompassed PIN assignments, eFAAS and eTD reviews, tax map updates, and assistance to property owners as well as some additional functions like receiving DAR-approved subdivision plans and listing local road networks and managing of properties and assets of the Provincial Government. While, in the scope of appraisal and assessment, PASSO handled a total of 10,598 transactions, addressed 1,976 transaction related queries and distributed 1,752 titles under the Special Project on Real Property Taxation. In addition, with the commitment professional development, the PASSO actively participated in the 2025 General Revision of Real Property Assessment, encompassing activities including the Schedule of Fair Market Values (SFMV) preparation and participation in training sessions.

PASSO also engaged in various training, workshops, conferences, campaigns and dialogues to enhance its capabilities for relevant developments. These included sessions on Strategic Performance Management System, SFMV updating, and property assessment. The PASSO also participated in events such as the symposium on women’s rights, land titling discussions, and involvement in legal cases. The office also played a vital role in issuing assessment records across various municipalities in the province with a total of Php 151,960.00 collected by the local treasury, serving as a financial contribution in the Provincial Government. PASSO’s accomplishment also extended to the IT section, which provided technical assistance to 11 local government units, upgrading the website for accessibility.

The property measuring 21,017.85 sq.m located at Barangay Poblacion, Abra de Ilog, covered by TCT No. 8391 and owned by Pieceland Corporation, underwent ocular inspection in relation to an expropriation case filed by the Republic of the Philippines.

Some other notable activities initiated by the PASSO in 2023 were the conduct of four (4) Association of Local Assessors of Occidental Mindoro (ALOM) Conferences in the year 2023, giving of office supplies to eleven (11) municipalities in the province, ocular inspection of a land area for road development, provision of technical assistance to Municipal Assessor’s Staff, addressing electronic Real Property Tax Appraisal and Assessment System (eRPTAAS) clarifications, visitation of land properties for an efficient property management and awarding of titles to 207 beneficiaries under the PGOM program.

The positive impact of PASSO’s initiatives this year, aimed at accurate property assessments and increased transparency, reflected their dedication to build a province where all the property assessment needs of individuals and communities are catered. More so, the accomplishments and excellence achieved by the PASSO this year may create the way for the year ahead where the province not only continues to flourish economically but also serve as an example of governance that prioritizes the well-being of its people.

The Provincial Assessor’s Office (PASSO), under the leadership of Mr. Arnold Dennis M. Eugenio, received accolades from the Bureau of Local Government Finance (BLGF)-
MIMAROPA, June 13, 2023:

  • Achieved Rank 1 (6.37%) for Year- On-Year Growth In Taxable Assessed Value.
  • Secured Rank 2 for Compliance in the Submission of LGU Reports.
