For the period January 1 to December 31, 2020, Four (4) Divisions of this Department

The Provincial Assessor’s Office is mandated to provide equitable, efficient, and standardized assessment of Real Properties thru the Electronic Real Property Tax Appraisal and Assessment System (eRPTASSS) that strictly adheres to the Manual of Operations.

For the period January 1 to December 31, 2020, Four (4) Divisions of this Department had undertaken the following activities:

APPRAISAL

In Appraisal and Assessment of Real Properties and other improvements, a total of (12,774) Electronic Tax Declarations (eTDs) and (12,774) electronic Field Appraisal Assessment Sheet (eFAAS) with corresponding 33,473 supporting documentscoming from eleven municipalities consisting of different transactions such as new discovery, transfer, reassessment, re-pin were appraised/ reviewed and approved for taxation purposes.

As assistance for the Revenue Generation initiative of the province and in cooperation with Provincial Treasurer’s Office, the SPRPT Team coordinated with municipalities ofMamburao, Paluan and Sta. Cruz thru their respective Municipal Mayors for the Implementation of Executive Order No. 73 or “Special Real Property Taxation Program”.

TAXMAPPING

  • In the Tax Mapping Operations of this office, a total of Eleven Thousand Three Hundred Seventy Four (11,374) transactions Electronic Tax Declaration (eTD) for transfer, reassessment, consolidations and discovery were reviewed/examined and Five Thousand Five Hundred Sixty Four (5564) of eFAAS/eTDs of Subdivision of properties were also reviewed.
  • For safekeeping and proper maintenance of Tax Mapping records, a total of Thirteen Thousand and Twenty Two Tax maps (13,022) and Eight Thousand One Hundred Nineteen (8,119) additional lots were assigned /updated and maintained.
  • For walk-in clients, Ninety (90) property owners were assisted in verifying locations thru tax maps of which is apparently minimal due to the implementation of health protocols on Covid 19 pandemic.
  • The survey team has conducted field inspections/lot surveys/lot identification. Subject of surveys were all government properties in which areas and boundaries has to be established,

Site inspection and survey of lot 222 PLS 14 located at Brgy. Sto. Niño Sablayan intended for a Housing Program of the Provincial Government.
> Relocation survey of a portion of land occupied by San Sebastian District Hospital

> Ocular inspection and survey of RP lot situated in Matabang Port, Abra de llog Occ. Mindoro

> Survey of Proposed Evacuation Center for Site Development Plan formulation

Ocular inspection/survey of proposed site for the installation of 5MVA Sub-Station in Brgy. Casague, Sta. Cruz.

> Site inspection/ survey of lot intended for the proposed Sta. Cruz Community Hospital.

RECORDS

  • For safekeeping and updating of records accessible for the length of time cited on applicable records disposition schedule, our Department through the Records Division administered the cleansing of our assessment records.For the period January to December 31, 2020 a total of Fifty Six Thousand Twenty Thousand and nineteen (56,019) old records were cleansed. This is a process where properties under CARP, those under court litigation and RP with administrators with low tax collection rate were segregated from properties whose owners regularly or good tax payers. Also a total of Twelve Thousand Seven Hundred Seventy Four (12,774) approved electronic Tax Declarations were printed and bookbounded with supporting documents filed and maintained.
  • To support a sustainable Revenue Generation initiative of the Province, our Office generated a total amount of Sixty one Thousand Five Hundred pesos, (P 61,500) through issuance of the following Assessment Records:
    A. Certificate of Landholdings @ 200/copy – 190
    B. Certified True Copy of electronic Tax Declarations @ 150/copy – 150
    C. Annotation of Mortgages, bailbonds and Adverse Claims
    (depends on the amount of loan/bailbond) – 1,000
  • Four (4) Quarterly Reports of Real property Assessment (QRRPA) were submitted to the Bureau of Local Government Finance.
  • Implementation of the Electronic Real Property Tax Appraisal and Assessment (eRPTAAS) is on-going where transactions are done on-line and assessment records are computerized province-wide, technical assistance were provided to the Eleven (11) Municipalities. Constant coordination with the eleven LGUs and Coordination with the Municipal Assessors were maintained and Quarterly Conferences of Municipal Assessor was conducted regularly to discuss/thresh out issues and concerns. As such, a total of (10,770) transactions were assisted, and Forty Five Thousand Nine Hundred Forty Two (45,942) system glitches and errors were rectified.

ADMINISTRATIVE

  • To support office operations, Financial Management such as budget planning, preparation of Programs and Activities with budget allocation were prepared and submitted.
  • Office Performance Commitment and Review (OPCR) accomplishments and Targets, Work and Financial Plans and other related documents were prepared and submitted.
  • Regular staff meetings were conducted to updates in policies, management decisions, and office’s internal rules and guidelines.
  • Supplies/materials as indicated in the Work and financial Plan and Project Procurement Plan for CY 2020 were procured and utilized properly.
  • Executive and Administrative Orders, correspondence,memoranda, protocols and the likes, were properly disseminated, followed and implemented.
  • To provide capacity development on assessment and appraisal operations and on-line system transactionsof PASSO and MASSO personnel, four (4) Quarterly Conferences were conducted and facilitated by this office.
  • Assist the General Services Office in providing data and other pertinent documents, technical assistance necessary for the titling of untitled land acquired by the Provincial Government by donation and sale located at Brgy. Murtha, Magbayand San Isidro in San Jose, Brgy. Alacaac and Casague in Sta. Cruz, all of this province.
