Plan, coordinate, and execute a comprehensive range of administrative services that support office operations, encompassing areas of financial management, information management, and support and general services of the office.
Administer the operations and implementation of standardized Electronic Real Property Tax Appraisal and Assessment System (ERPTAAS) across eleven (11) municipalities; recommend and implement new technology solutions to improve productivity; develop process improvement for increased efficiency and cost effectiveness; maintain accurate database records and troubleshoot database related problems.
Ensure that all assessment records are properly maintained, protected, ad accessible for the length of time cited in applicable records retention and disposition schedule.
Implement/adjust as called for a systematic method of real property assessment, exercise the function of appraisal and assessment primarily for taxation purposes of real properties in the LGU’s concerned.
Prepare, install, and maintain a system of tax mapping, showing graphically all properties subject to assessment and gather all data concerning the same; the conduct frequents physical surveys to verify and determine whether all real properties within the province are properly listed in the assessment rolls.
FIELD OPERATION SECTION– Conduct field inspection, lot survey and lot identification; prepare sketch plan of surveyed properties and lots for discovery and identification
TECHNICAL SUPPORT SECTION– Administer tax map records, maintenance and updating tax maps and electronic tax amp control rolls (ETMCR).

Over the years, the Provincial Assessor’s Office remains committed to delivering quality public service delivery though accurate and efficient real property appraisal services. In our mission to contribute to the enhancement of revenue generation strategies thru application of the existing rules, laws, and procedures in the appraisal and assessment of all real properties using the online and computerized assessment throughout the province, this Office has been continually developing strategies to deliver its mandated function as prescribed by Section 472 of the Local Government Code of 1991 particularly item b (2) and (3), relative to the formulation of techniques, procedures and practices in the valuation and assessment of real properties for taxation purposes and establishment of a systematic method of real property assessment. We play a crucial role in ensuring that property assessments are conducted fairly and equitably, benefiting both government agencies and property owners. Through meticulous document processing, active participation in policy discussions, and continuous professional development, we have strengthened our role in local governance and public service. This report highlights the division’s accomplishments for the year, emphasizing the volume of transactions processed, meetings and training attended, and significant activities undertaken.

Our Office has directly benefited various stakeholders, including: Property owners and taxpayers, by ensuring fair and accurate property assessments. Local Government Units (LGUs), by providing accurate and timely property valuations, assist in decision-making for resolving complex appraisal cases, ensuring fair taxation, and guiding government projects that require precise property assessments. National Government Agencies (NGAs), by providing essential valuation services for taxation, expropriation, and investment-related decision-making.
Conclusion and Way Forward
The Provincial Assessor’s Office has successfully delivered its mandate in 2024, maintaining efficiency in transaction processing, professional engagement, and policy compliance. Moving forward, the division aims to: Enhance digitization efforts to improve transaction turnaround times. Strengthen training programs to equip staff with updated appraisal methodologies. Continue active participation in policy discussions to ensure responsive and inclusive real property valuation practices. Accomplishment Report
Transaction Processing and Document Management Successfully processed 11,022 transactions, ensuring that 39,771 documents were printed, segregated, recorded, and distributed to the assigned staff. Reviewed, recorded, and endorsed 12,851 transactions with a total of 48,494 supporting documents for proper evaluation and verification. Responded to 1,822 transaction-related queries, providing timely and accurate information to clients and stakeholders. Processed and issued 153 Certified True Copies of Tax Declarations, 340 Certificates of Landholdings, 446 Certificates of No Landholdings, and 78 Certificates of No Improvements,
